Rylai’s Crystal Scepter is a 2,600 gold mage item in League of Legends that makes every damaging spell slow: 65 Ability Power and 400 Health in patch 26.21. Its Rimefrost passive slows enemies hit by your damaging abilities by 30% for 1 second, which turns plain damage spells into a form of crowd control.

Why does a slow matter so much on a mage? Because most mages have no way to stick to a target. A fighter who dashes onto you can be kited; a fighter who’s slowed every time your spell lands has a much harder time closing the gap, and an enemy carry trying to escape your zone gets the same treatment (the slow refreshes with each hit, so it never really drops while you keep casting). For a mage, that’s often the difference between landing a full rotation and watching the target walk away halfway through it.

What does Rimefrost do?

Any ability that deals damage also slows the enemies it hits by 30% for 1 second. It doesn’t matter whether the spell is a single-target nuke or a wide area effect; if it damages, it slows by the same 30%.

That’s a short slow, but it refreshes every time you hit again. A mage with damage over time, a damage field, or quick repeat casts can keep an enemy slowed for most of a fight, which makes chasing and kiting far easier. Area spells are where it really shines: one cast slows a whole group (handy when the enemy frontline is trying to walk through your zone).

Single big burst spells get less out of it, and so do spells that deal their damage only after a long delay, since the slow arrives late as well. Sure, one slow of 1 second after a nuke is nice, but nowhere near the value a constant-damage mage gets.

What about the Health?

400 Health on a mage item is unusual, and it changes who buys it. Battle mages and AP fighters who stand closer to the fight get a real cushion, while backline artillery mages pay for Health they hope never to use. Put simply, the item suits mages who expect to get hit.

Is Rylai’s Crystal Scepter gold efficient?

A little under break-even, at 91%. The two stats are worth 2,367 gold for a 2,600 gold item.

Line by line: 65 Ability Power at 20 gold per point is 1,300 gold, and 400 Health at 2.67 gold per point is 1,067. You’re 233 gold short, and Rimefrost pays that back in any fight where you land more than a couple of spells. To be fair, the Ability Power is on the low side for a legendary mage item, so it isn’t the choice when you just want maximum damage.

What does it build from?

Blasting Wand (850 gold), Giant’s Belt (900 gold) and Amplifying Tome (400 gold), plus 450 gold. Getting bullied? Giant’s Belt first. Otherwise, Blasting Wand first pushes your damage. Amplifying Tome, the cheapest of the three, fits a back where you only have a few hundred gold.

It’s a finished item, so no further upgrade.

How has it changed over the years?

The item goes back to 2013 in Riot’s data, and the biggest reworks happened long before the current season. The notable ones since 2020:

  • Patch 10.23: cost 2,600 → 3,000 gold, Health 300 → 350.
  • Patch 12.2: cost 3,000 → 2,600 gold, Ability Power 90 → 75, Health 350 → 400.
  • Patch 14.19: Ability Power 75 → 65.

Since 12.2 the price has stayed put, and the only stat change was the Ability Power cut in 14.19. The passive itself has worked the same way through all of that, a slow on every damaging spell, which is the part players actually build it for. Honestly, it’s one of the more stable items in the shop, which makes old build guides more useful for it than for most.

Who should build Rylai’s Crystal Scepter?

Battle mages, damage-over-time casters and AP fighters who hit enemies repeatedly with spells, plus some AP tanks and supports who want their abilities to slow. Most of them pick it up second or third, once a main damage item is already in the inventory.

AP tanks and supports with damaging abilities are the less obvious users. The Health suits them, and the slow turns every damaging spell into extra peel or extra stickiness, depending on whether they’re protecting a carry or chasing one. A support whose crowd control also deals damage gets the slow on top of it, which buys the team another moment to follow up once the stun or root ends.

Who gains less? Burst mages who cast one big combo and wait, and long-range artillery mages who rarely need the Health. Need more raw damage instead? Then Rabadon’s Deathcap, with its far larger Ability Power number, is the pick. Look, the item rewards constant spellcasting: if you’re hitting someone with a spell every second or two, the Crystal Scepter keeps them slowed for nearly the whole fight, which is the whole idea behind Rylai’s.
