PsyOps Samira is probably my top pick. Could be wrong here but I think she got the best treatment out of the five. Her kit naturally suits the dual-wielding operative fantasy. The Q gunshots have this satisfying purple tracer effect and her ult turns into a psychic maelstrom that looks way more expensive than 1350 RP. She was actually released alongside this skinline as a new champion, so Riot clearly put extra effort into making her debut skin hit hard. Been spamming this in ranked since season 11 and the skin still holds up.
PsyOps Pyke is the close second. Pyke's assassin kit maps perfectly onto a covert ops operative. His ult execute marker gets the purple treatment and it reads cleaner than most of his other skins. The recall animation has him pulling intel from some kind of psychic device. Fits the lore. Fits the gameplay fantasy. Had this in rotation for two seasons straight on my Pyke games.
PsyOps Zed sits comfortably in third. The shadow clones getting the Black Rose treatment with purple energy instead of standard dark wisps works well. His W shadow placement feels distinct from base. Not sure if it's just me but the shuriken VFX on this skin are easier to track in lane than default Zed. Good skin for Zed mains who want something that isnt edgy for the sake of being edgy.
PsyOps Viktor and PsyOps Kayle round out the roster. Viktor's laser and gravity field get clean purple overlays. Solid but not spectacular. Kayle's is interesting because her evolved forms at levels 6, 11, and 16 each get distinct Black Rose visual upgrades. Might be overthinking it but I think Kayle got the most technically ambitious skin in this set even if it doesnt get talked about much.

Samira as the flashy field agent who dual-wields and dives into combat solo fits the action movie operative archetype. Viktor as the tech specialist running the psychic enhancement program from behind the scenes. Kayle as the enforcer with a god complex who believes the Black Rose mission is righteous. Each champion brings a different archetype to the squad composition.
Real talk though, this is a small roster. Five champions and Riot hasn't expanded it since 2020. The PsyOps event came and went in patch 10.18 and that was it. No follow-up wave, no anniversary additions. Feels like a missed opportunity. Champions like LeBlanc (literally associated with the Black Rose in main lore), Talon, or Katarina would slot in perfectly. Swain running a psychic black ops division? That practically writes itself. (Sidebar: LeBlanc not being in a skinline literally named after her lore faction is one of the weirdest oversights in the entire skin catalog.)
The roster skews toward aggressive playstyles. Three assassins or assassin-adjacent champions, one battle mage, one scaling carry. No tanks, no enchanters, no pure supports. If you're running a comp in ranked and want everyone matching, you're looking at a pretty specific team composition. Pyke support, Zed mid, Samira ADC works. Viktor mid with Zed jungle is viable. Kayle top rounds it out. Actually playable as a five-stack flex queue team if you're willing to run Pyke support and Kayle top. Did this maybe six or seven times in season 11 with my squad and it wasnt terrible.

This works in the line's favor honestly. There's no awkward quality gap where a 975 RP skin looks obviously worse sitting next to a 1820 RP Legendary. Every champion got roughly the same level of investment: new model, new VFX, new recall animation, new SFX. Voice lines stay base across all five which is standard for Epic tier. No new VO, no special interactions.
At 1350 RP each, the full collection runs 6750 RP if you want all five. That was around $50 USD back in 2020. For five cohesive skins with strong VFX work thats reasonable. The original event had bundle discounts that brought the total down further. These days you're buying them individually from the shop or hoping to roll them from Hextech chests.
The Epic tier does limit what Riot could do with voice processing and unique animations beyond recalls. A Legendary PsyOps Pyke or Samira with full VO and unique walk animations would have elevated the entire line. But for what Epic tier delivers, Black Rose Group punches above its weight. The VFX work across all five skins feels closer to early 2021 quality than mid-2020. Might be just my experience but I think the PsyOps event was one of Riot's better executed Epic-tier batches from that year.
