The winter theme transforms her kit visually. Her Q particles shift to crystalline ice shards that read cleanly against the Rift's green backdrop. W gets this frosted barrier effect that actually looks premium. The recall animation is where the skin flexes hardest though. Full ice throne materializing, snowflakes, the works.
Not sure if it's just me but the Prestige color palette feels cleaner than most Prestige skins Riot puts out. They usually just slap gold and white on everything and call it a day. Winterblessed Mel actually integrates the prestige palette into the winter theme naturally. The gold accents work because Mel's base design already uses gold. It doesnt feel forced.
Spammed this one in ranked last week across maybe 15 games. The abilities are readable, the auto attack animations feel crisp, and the splash art is genuinely wallpaper material. If you main Mel and you can get your hands on this one, its the pick.
Arcane Councilor Mel comes second but calling it second out of two skins undersells it. This is a strong Epic. 1350 RP gets you the full Arcane treatment. New model, new particles, new recall. The outfit pulls directly from her council aesthetic in the show. Deep purples and golds, the Medarda family crest energy running through everything.
Her abilities with this skin have that warm golden particle set that fits the political powerhouse fantasy. The E in particular looks great in teamfights, the visual clarity is actually better than base in my experience. Played this into a couple of chaotic 5v5s around dragon and could track my abilities way easier than default Mel.
Real talk though, if you watched Arcane and fell in love with Mel's character, this is the skin that captures that version of her. The Winterblessed Prestige is the better skin mechanically but Arcane Councilor is the one with emotional weight behind it.

Swapping gold for frost and purple for ice blue hits different when the champion's animations are that smooth.
Missing skinlines that I think would work for Mel going forward: Spirit Blossom feels like a natural fit. The spiritual elegance matches her vibe. Coven would be incredible, dark sorceress Mel with crow motifs and deep emerald VFX. And honestly, maybe just my experience but a High Noon Mel could work too. The frontier lawmaker aesthetic fits her political identity. Could see Riot going Battle Queen as well given her strategic personality.
What probably wont work: anything too goofy. Bee'Mel or Cafe Cuties Mel would feel wrong. She's too dignified for comedy skins. At least right now. Maybe in three years when she's been out long enough for Riot to get creative.

1350 RP for Arcane Councilor is fair for what you get. Full particle changes, model update, new recall. Standard Epic package but executed well. If you're climbing ranked with Mel and want one skin to lock in, this is the practical choice. Available any time in the shop, no event currency needed, no FOMO mechanics.
Prestige Winterblessed is the premium flex. Mythic tier means you're either grinding an event pass or spending Mythic Essence. The acquisition cost is higher than just dropping RP. Worth it if you one-trick Mel or plan to main her long term. Not worth the grind if you play her once every 20 games in ARAM.
Might be overthinking it but I'd say wait for Riot to release a Legendary Mel skin before going all-in on her cosmetic collection.
